was i seein if i can find a shared host that can handle the radio status on the forum so i not paying loads out for a vps

Any host should be able to open up a port for a radio status.
Just ask, some charge and some do it for free

But for that kind of package, you may want to raise your budget a little, maybe by a dollar or two. You will then find a decent host.

Yes, they can. But if the external Radio server is slow, your site will load slow. Then everytime skip to a new host.
