1st Priority Should be russian Servers , but they are little bit Expensive
2nd Priority, NL Based as some Datacenter Kick-off DMCA complains
There are more Safe Datacenters but they are really slow for file sharing, You can also Use DE Based Servers on 3rd Priority, also they are less expensive with good performance
