I doubt you will find one at that price. You would need to set aside atleast $30 to get a decent encoding server I reckon.

You can get quality vps for $50 usd.

512mb ram wont even get close to good if you want to encode....you need a minimum of 2Gb of ram in order to do a good encode and the cpu speed in vps is never good cause of the fact that the cps is being shared between other vps as well....if you want to do serious encoding get yourself a dedicated server
