krunix u said that due to the server load and cpu usage set to an account are the reasons why one feels that site stops loading, but as i look at my stats its completely fine, like 0% cpu usage, as just now im only using my site and no bandwidth work on it, but still my site stops loading for like 5min and then starts but when it starts it like at blazing lightning speed, but why that 5min delay thing ( not exactly 5min rather sometimes 2-3 min), but it stops me from working on it, its happening since i bought the account.
Well can this be happened that i am on a shared hosting and due to the extreme usage of the other shared clients i am facing problem.

Edit: Now again it slowed down for 1 min and then started working, just checked cpu usage 8%, processes 0/20 ....

Yes I'm having exactly the same problem. You should make a support ticket if you want it fixed though.

Now there is no backup icon present in cpanel. I am not able to fully back up my site using backup wizard. Please check it
