It works only on Own site some people are thinking that it hack other DLE site but its not that.
With this you can see only that Users Password who are registered on you site.

Why the heck would you want to see decrypted passwords of your users? This is just silly and nothing else. Hacking other sites is ok, as I've done it in the past. But spying on YOUR users?!
