It's a simple marquee, nothing else.

If you want the News box, there's a plugin for that, I believe it might be cybNewsBox or something. And then the marquee, all HTML from there as you can edit what's inside the box, you can you edit the "header" of the skin code and make a box yourself and the marquee, saves time. And if you want it guest only, I believe it's like <if member show="[guest]"> or something. But I could be wrong.
