Why not divide it into VPS .... or is it a VPS? By making a VPS you can provide each its own resources.

Won't it more attractive for people to buy their own VPS (Bronze) for $17.99 and be their 'own boss'?

Sure, the processor is lower, but still good enough if you use it on your own and you can install RL (not public) too.
