Help. DB settings.

I have restored a databse from my old host to my new host. I need to change the user for my databse though. I just re uploaded my plubic_html files to my new host. How do I change my database setting for my vB?

Whats a good way to upload a database? I cant use phpmyadmin or whatever.

bigdump gives me this error:
