So you dont have money... how do you mean to upload anything?

Anyway, with blog you cant submit to katz since they dont accept free hostings and free domains... some dll's would accept you, but I'm not sure which ones... anyway you wouldnt get much traffic from them

You need a vbulletin/phpbb/ipb pro ,if ur starting a forum of course,you will need a good graph'er "designer" and coder.
all the site can cost 150$ and you will make a successful forum.

For hosting look in hosting section under Shared
personally I would recommend KnownSRV as I am using it and didnt have any problems + support is fast, but we all have different tastes, so look for something that suits you best.
Oh yeah, it has to be "offshore" Netherland prefered

for domain, try to avoid godaddy, and go with namecheap, moniker, dynadot
