why in system payment sms money by euro not dollar

1 euro for 1 day and i get 0.25 dollar
normaly i get 0.6 euro = 0.79 dollar

The payment system takes away ~ 3 % 0.021
The payment intermediary ~ 14 % 0.11


= 0,659 dollar
but i get only
