If this happens randomly then your database is most likely hitting the maximum no. of connections and denies any further connections. Edit your my.cnf and optimize it.

That's where your assumption is running wrong. That error you see is a customized error. It's generic. It does not change based on what error mysql throws. When you have a generic error, the most likely culprit is a connections limit issue. Couple that with pi0 having left the my.cnf at it's default that's a mere 100 connections (mysql's default).
Add to it his site - which is a popular one. It would not be difficult to hit that limit time and again.

I agree with lifetalk, also error seems to be random as it goes away with a refresh.
