They both have the same port speed, I think Germany has a better network, but Netherlands has Premium bandwidth I guess.

I think the Netherlands is more safe for Warez sites. I think it's a grey area though. Rapidshare is hosted in Germany I think but I've been told Netherlands is better for Warez sites. I'm sure Germany speeds will be faster.

Netherlands is not really safe for warez forums, except if you are hosted at Ecatel.

You can name a few in netherlands LeaseWeb, Ecatel, WorldStream, UnderHost and us at NetRouting to name a few as long your site are not targeted by brein is way more secure than hosting in germany when the german gouvernement have access without restriction to any servers they want.
