I need an host which will only host a big mysql database and is free available from only 1 ip (i need to be able to tell which) last one isn't 100% necessary. does someone know such an server?

cheaper way.
buy a vps with desired specifications..
install mysql server and configure it to allow it from the Ip instead of localhost..and add a user with permissions to access from the remote host that you will connect to the MYSQL server..
