Nearly all linux distros require linux for updating the repositories
Get ubuntu if you're new to linux. I'm using it atm..

install yourself a linux OS on your desktop and learn all its basic commands
you will be capable of managing vps afterwards

learn how to ssh and install WHM/Cpanel, and you'll learn stuffs you need as you use your vps, google is so much useful.
