This will not go as planned, they will do some damage tho. You can't walk in a Europe Country and start shutting down people, it's easier said than done.

Regarding this.
ICANN is based in US soil and general TLDs (com, net, org, info...) are managed within US soil. Approving this bill would make it possible for them to seize such domains.
If they approve it. We got three ways to go.
- Use an offshore country TLD registered within country
- Use IP to access website
- Join like the anonymous and aim the lasers against ICANN servers
with a small chance of taking Internet down
