[Help] Resizing this banner GIF

I need help ASAP (in 5 hours) from a graphics person.

I've got this 12MB GIF that I need resized to 728 x 90 and decreased drastically in filesize (it'll be an advertisement banner). I would like to keep the banner crisp in clarity.

I don't have much to offer, but how's $5 PP for a damn good piece of work?

This banner will introduce the small and humble HD-Dump movie forum to new visitors.
