and also who gives me best uploading speed?

It's depend what's the offer by provider.
-Number of VPS on a Server
-1Gbps port with/without guarantee speed (etc: 10mbps dedicated)
-RAID
-What's hosted on the other VPS and what's the activity (On the same Server with your VPS)
-Recommended data center would be USA East Coast

On webhostingtalk.com provider will show the dedicated/guarantee speed if they do provide such service.
If they don't stated anything regards dedicated/guarantee speed, you have to contact provider for more information.

1Gbps USA VPS with Dedicated/Guarantee Speed offer will be found very rare

Our US Server is located in Washington DC, and all are on a 1Gbit Dedicated Port on the Server.

As suggested by Ricky FS( File Server Support ) He adviced me to go for that as that is the fastest place to get the best download and upload speed to fileserve.
