    That's a great question. Everyone has their own opinion. As a new website and as your slightly inexperienced I'd probably advise vBulletin 4. It's easier to add mods and edit skins to vB 4 as the plugin system has being improved which makes it easier for less experienced webmasters.

    A lot of older webmasters prefer the simplicity of vBulletin 3
