Well what i am saying is most people go for 99.9% as they got to account for datacenter troubles. Just so they can cover them selfs..

most places is up 100% unless there is problems with hardware and thats whhy its 99.9%

If your site has become such a big "deal" that an adult movie studio is contacting your host's bandwidth provider to shut you down, then you definitely need to go with a "known" warez host. Since Asia isn't an option for you, I'd say either Ukraine or Sweden.

In Sweden, PatrikWeb.net hosts some torrent sites, and it hosts tvshack.net. Another few are portlane.com and prq.se which is run by ThePirateBay, both host a slew of torrent sites.

In Ukraine, colocall.net hosts Demonoid and other torrent sites, hostpro.ua resells shared and VPS from Colocall. Their site is in Russian/Ukranian but they take orders from US and EU, and they process through 2Checkout so you can use PayPal and Credit Card with them.

Obviously another option might be Ecatel in Netherlands, however they don't have VPS (lots of people probably resell VPS from them). Some of the other places I mentioned don't sell VPS either, and they're pretty expensive as well so they may not be in your budget.

The servers are expensive, as the DC tells that they never get down. So to keep them running all the time they require extra $$$ thats why its priced too high
