Are the drives SATA or IDE? Also what version (including SP and edition ie. 32x or 64x) of windows are you running and what are your full system pecs?
Does the same thing happen if you boot with only your main HDD plugged in? Is the 2nd drive new or old? Did this only recently start happening when you started using this new drive (if it is new) or has the drive previously worked and only recently started having this issue?

nitroshare.netI assume that both drives are IDE so below is some things you can try.
1. Disconect the second drive and see if windows will boot normally without the second HDD.
2. Try setting your primary OS hard drive to master using the jumper (little plastic thing at the back that goes between 2 metal pins) and set your second drive to slave.
3. Go to you bios (press Delete or F1 when you start you pc it's normally delete but it can change depending on your motherboard) then set boot device to your CD drive or as a secondary option your OS HDD drive.
Try these and reply back that way I can help further.
