quick loading and not alot of downtime
$3 budget untill my site picks up then i be willing to pay more depending if i like your service

you can try @photonservers or hostmywarez [both are stable and support good offshore hosting]

@myoffshorehost.in also allows offshore host, and i recommend them for their immense support....
