PayPal has improved the functionality of Turkish accounts by allowing
you to hold a balance and process transactions in Turkish Liras. This
means you’ll no longer be charged a currency conversion fee when
withdrawing funds from your accounts in Turkish Liras.

However, PayPal currently only allows you to use your credit card for
international payments. You cannot currently make a payment to PayPal
users outside of Turkey using your PayPal balance.

I suggest you try making the international payment using your credit
card.

You can use your PayPal balance for national transactions, and can
withdraw Turkish Liras to your credit card or bank account without
incurring in any conversion fees.
