Need FTP server program, recommend one please

I need somehelp in picking the best ftp server.

I need few features in it :

-Windows ftp server program ( if there is one with the following features for linux, also mention it please )

- To make account that last for 1 month and after this duration ends, it will be disabled ( not deleted and there I can enable it ) ( most important feature )

-Easily to set up a new account

-Limit the bandwidth and monitor it

Any help will be highly appreciated
