3. We count every download even premium downloads. For Premium, we count one unique download from an unique IP every 240 minutes.

You apply for premium member, but in FAQs pages: http://bitshare.com/faq/22.html you said:

For getting money from a download the user downloading the file has to complete the download.
Also the user will be blocked for 250 minutes for beeing counted again.
