well offshore technically means somewhere that is not ur own country but in terms of warez and such it means somewhere that has lax copyright laws and other lax laws.....

so china , iran , e.t.c would be good offshore

germany can be classed as offshore to a point......its not the safest location but is still safe compared to usa e.t.c

well actually as i said technically usa is offshore if you dont live there

You aren't safe anywhere. That's a fact. You can have your warez linking forum hosted in USA if you follow DMCA, and other copyright agencies, hell. You can host it in every country, it just depends on size of your forum, and if you don't co-operate server on which is your site hosted will get seized, and domain will get taken over by copyright agency. In most cases, they don't touch domains, but sometimes they do.

Offshore on warez scene means, hosting which allows illegal sites, like warez linking forum. Just co-operate with them if they ask you to remove some thread from your site, you just remove it. And that's all.

Actually it more depends on your host. As said above you can easily host in the USA provided you comply with DMCA notices. But you still have to have a host that is willing to accept that you may get a few, and ignore it.

so does BRIEN work similar to DMCA notices? as in they issue a notice stating which content on your site specifically to take down and not your entire site?
