no cpanel.

cost : 25-30$

will use it to upload to rs/hf/fs. post your upload speeds to these 3 hosts.
i need it asap.

Yes, it's possible and you can get even more than that at $30 but the VPS will be located at west coast.
Should be have poor upload/download speed to/from HotFile and FileServe.
About East Coast VPS at your budget, you can get it only if you try to contact directly with the provider instead of reseller. (provider who own the datacentre)
