It's under "Operations" tab, and you select your encoding in "Collation". But, If you have some older backup. Better test it out on the localhost, export it, remember the encoding of it. Import it via Bigdump, in Bigdump there's an option to write the encoding of the Database, e.g. It won't be imported in default encoding, you can select your own encoding so database wouldn't be fucked.

I'm not sure changing it via phpMyAdmin would do anything. Since I'm not mySQL expert, you could ask Hosting Support how to fix encoding of all tables in database if you don't have backup.
