Trouble installing cpanel

When I try to install cpanel trial on my vps using wget http://layer1.cpanel.net/latest command line i get the following mesage:

Resolving layer1.cpanel.net... failed: Temporary failure in name resolution.

I prevously set resolv.conf to
208.67.222.222
208.67.220.220

What's wrong?
