How to edit nav bar?

i want to edit nav bar in IPB but i cant find the nabar template to edit?
i know its in here
Look & Feel > Manage Skin Sets & Templates but where exactly?
right now i got Forums memebrs calendar i want to ada few extra bids?

Search for the following code

Note, some skins may be different btw.

but how do i add a link to it for example i want to add rules how do i add the link to rules?

add this at the end of the other code

this should work but you may need to move it about abit to put it in the right place
