You can do this with wordpress ... if you want to just review the blogs ...

But if you want to count visits to these blogs and put these statistics into rank listings you gonna need a specific script ..

Not to sure tho what is the name of the scripts ..

But if you have couple of script names just find reviews for these scripts and see which one is up to your standards.
