Their IP is from the subnet of ServeDome, so you should buy from ServeDome directly. Not from their resellers. As you can see, site you just gave can't be opened. Their port 80 is probably closed, or they are experiencing DDoS attacks.

i dont know , i thinkt that is a special server .cuz
i have seen multime host resellers like servedome
have a WHM Reseller in it like aurora1.constellationservers.net

im thinking to buy a hosting reseller.{WHM one}
but dont know where to find good offshore.
googled but didnt find any good site.

Go on WebHostingTalk.com, and check out some of the guys who are providing dedicated servers because most of the people there have their own ISP's or work in ISP's. So they have access to the servers in real life, and they could forward you the emails. But remember, you would need to reply on every DMCA email, or from any other copyright organization.
