I agree its not your mistake. I mailed paypal, i got lame excuses from them as usual.
I told you to start a dispute, but you are so stupid that you wanted the money back from me (yeah thats what you said you jackass). Now anyone with an IQ of more then 2 would understand that you are not able to send money while your account is limited.
Congrats, YOU ARE DUMBER THAN THE DUMBEST.

Why start a dispute?
PayPal would only let me refund your money if you start a dispute.

iFlame is correct. I recently also got limited access on my account.

I asked someone to submit a dispute, and they did, and I tried to click "Issue a full refund", and it wouldn't let me. It says that you cannot while your account is limited access.

Thing is my account has 3000$ on it.

He said his PP is limited and after that he give to wait for 2 hour on 12 Nov and after that i talk him today he said do

Just start a dispute in paypal as iFlames had told you.
Then he will be able to refund you the money
