which VPS servers?

I want to ask that which VPS is better for me and my budget is 9.00$ and the VPS server had a refund policy and the payment method is ALERTPAY.

Last time I had bought VPS server from rapidleechhost there speed is too low and there IP is banned by Hotfile then I get refund from them.

The last good linux vps I bought was from servedome on germany servers but hotfile ip was banned... though I think they have some that aren't, not sure...

Hmm I don't think you can buy a good vps for $9...
