ALT Key not working on Laptop

Hey guys, i just got an eMachines laptop, its brand new, now when i press ALT+any key it dosen't show anything, i have win7 installed.

I tried pressing ALT+CTRL+Fn but didn't work

It works when it Press CTRL+ALT+DELETE tho, it dosent work i.e. when i type ALT+137 which would normaly display the ë letter.
