I am not sure if this is related but there is this service called wordpress MU for hosting multiple blogs onto your server, you could take a look at it. I don't think phpbb3 would be a good choice, try vB or ipb cause it would be easier to find plug-ins to integrate wordpress into it.

You can use one database for multiple installations but then the identical content will be shown...
