Paying for Optimizing the Server Load

I need a trusted guy which can help me optimize the server load, apache and fix some errors which I have.

I already tried to do it, but it just gave me a headache.

I'm running a VPS with Centos.

He also need to explain me what he is doing.

Budget: 10-20$

It shouldn't take more then 10-30 min for an experienced linux guy.
