Such thing as offshore domain registrar does not exist. If the government contacts ICANN you can't do anything about it.

there is one which exists but its not reliable i.e. if the company gets sold your domain is gone basically you wont get full rights to the name

When you say "you can't do anything about it.", i disagree while of course they can temporarily confiscate any domain, i am of the opinion that as long as you are not located in the united states, they would have no right to the name, and you could therefore start court action to regain control of the domain name, obviously this depends on the laws of your country, if you are in the United Kingdom per say where facilitation is legal this would most certainly be true, I live in the uk, my address is a uk address, so what rights do the United states have to enforce their laws on property which is mine, when i do not need to comply with their laws i need to comply with Local Laws e.g. UK Law.

There is a reason they have not confiscated ThePirateBay.org (the Swedish criminal trial) and Wikileaks.org (again owned by someone in Sweden), at the moment they have confiscated sites which either host or are owned by people in the United States.

Is it possible to set up a "free" (as in free of speech) DNS server network to create a "secondary" internet?
