for re-rate it's not only about number of submission also you need to wait 8 days this's rules see on 1st post.

It said that I should wait around 14 days and the last re-rate is Mar 27th. I think with good content I submit (have rapidshare links) I should have a re-rate . But that is your decision and I respect it
