VAT and Hosting Companies

I was wondering if i have the logic behind this right...

VAT (European non-business customers pay VAT)

If you are hosting company outside europe and you buy and re-sell a dedicated server from EU, the customer (in EU) does NOT pay VAT.

If the customer buys directly from EU Datacenter a server he/she PAYS VAT.
