what joomla version and template version are you using? you might have to enable the legacy feature first

You are using Joomla! 1.0
Joomla! can't find the xml file to identify the plugin/package. Are you sure the package your trying to install works for Joomla! 1.0 ? And if so check if the file even contains a .xml file. Maybee you need to extract it first.
