Problem with my server Please help

i have some problem on my server please help me. i want to install vb on my hosting server but when i open my installing fiile (http://dl4uall.com/install/install.php) he say :

Forbidden

You don't have permission to access /install/install.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

how to fix it. html files are running fine on my server but if i open php file i also give above error please help me. thanks

do you have your own VPS or this is a shared hosting?
