My website is always very slow , it uses only 250-275MB RAM of 1,5GB RAM . I install W3 Total Cache but it doesn't work

First off are you sure that it isnt just you? Meaning that you have slow internet? Or have your users reported it being slow?

get cdn service to make it faster than now. May be thr are too many requests to servers which is slowing it down.

With w3 total cache you also need to install xcache. Alternatively, you can install WP Super Cache. That works right away
