Need a shared hosting company that has this enabled:
- PHP 4.3 and above (including support of CLI)
- MySQL database server
- LAME MP3 Encoder
- Libogg + Libvorbis
- Mencoder and also Mplayer
- FFMpeg-PHP
- GD Library 2 or higher
- CGI-BIN
- Be able to run background processes

Any web hosts got all this enabled? Any location.

Honestly with that budget i wouldnt even allow you to run

use shared hosting for encoder..u will be make use big resource and overload the server and make other client will be complain

suggest use VPS/VDS if need encoder...
