Personal I think its good that someone that done the report also reply with a simple note that a report has been sent or created. In that way other people are aware and dont need to flood the report system and dont need to create extra unnecessary comments. The staff can automatic work more effective.

I know KWWHunction use vBulletin but I lack the knowledge what can fully be done with it but yes question and answers is recommended when spammers gets more aggressive . IPB got a very nice spam system that bans spammers extremly effective:
