That's the xfilesharing pro script. While it is most definitely expensive, the mods and everything else is a one off cost. And the script itself is quite professional. You wouldn't go wrong with it if you have the money to invest in it.

If not, you could pick a free script and get it modified or get a script coded from scratch. Having coded a basic image hosting system, the base/core of it is quite simple and easy to code. Shouldn't cost you a lot. It is the addons you require that might decide how much you end up paying for it overall.
