Stay away from Europe, Germany, The Netherlands!
If you plan on getting shared hosting, or a dedicated server, think twice about it in these places/countries!
There has been major crack downs in the countries I listed and surrounding, people think it's a safe haven because they are "OFFSHORE" and they will be protected because the FBI or US government can't touch you, wrong, you've got the local government that is now doing what the FBI and related government was/is doing, They already told all the ISP's that if they host warez or copyright material they are at risk at losing there companies, getting there licenses revoked, getting tens of thousands in fines, or going to prison, or all of the above.
Don't just believe me, read it for yourself, I want to make sure everyone knows that they aren't safe anymore, so if you run/own/host anything along these lines, you better get out while you still can, or risk paying for it the rest of your life with millions in fines, or your life in federal prison.
This is an example of "OFFSHORE" getting heavy fined and prison terms.
Couple months ago, started there examples, fined 30 million.

You can see all the hundreds of sites that have got shut down in the past few weeks to few months, and they said they are going to start sweeping Europe like a chest board, so watch your back next.
Now ISPS/HOSTS are now responsible if they are hosting or allowing copyright infrigenment and will be violated just like the abuseive sites and users, so they can risk up to a $50,000 fine per violation, and 5-10 years in federal prison per violation, and the RIAA and MPAA is doing all of this along with, BREIN along with the FBI and governments are now working with other countries so they are combining all of there teams to make it much easier to take down these people.

Funny part is you can get more prison time doing this than you could if you murdered someone or robbed a bank.

The Higher Regional Court of Düsseldorf rules once more in favour of the file hosting service
Cham, 6 January 2011. RapidShare AG has once more won the case in a dispute regarding the scope of its auditing duties. RapidShare had appealed a ruling by the Dusseldorf Regional Court dated March 2010, according to which the company had not taken sufficient measures to hinder the distribution of the computer game "Alone in the Dark" via its platform. The suit had been filed by the distributor of the computer game, Atari Europe S.A.S.U. The Higher Regional Court of Düsseldorf has now dismissed the claim through an amendment of the original ruling.
The Higher Regional Court of Düsseldorf acknowledged RapidShare’s efforts against the distribution of material that is protected by copyright and deemed the additional measures required by Atari to be unreasonable or pointless. In its substantiation, the Court referred extensively to earlier submissions on this issue.
RapidShare’s lawyer and spokesman, Daniel Raimer, appeared pleased with the Court’s decision: "The ruling demonstrates once again that RapidShare is operating a fully legal range and has taken measures against the misuse of its service which go beyond the level that is legally required. We are confident that copyright holders will gradually come to accept this conclusion."

Yes but there is so many people that do not know this, they read all these topics called "OFFSHORE" and they think they are safe, they might of been a year or two ago, but not anymore, they are risking everything they got, including there life. It's not even worth it now days, and for the idiots running these type of businesses or torrent sites or alike are the one's going to pay even more for it.

More ever you can host your warez websites anywhere in the world, even on softlayer, but it really depends on how you or your Datacenter responds to the DMCA Complaints. So there is no Legal way to host iilegal files , its a crime and it will be forever.
