If you are downloading an .sql file than there is a lot it can do with compression. Most files and zips have no room for compression.

So it calculates the the total bytes and time taken (whether compressed or not) as the means to calculate the speed.

TO test this theory upload the same file to a folder on the server and download it. Let us know the results.
Lock Down Reviewed by Lock Down on . phpMyAdmin problem? Well, i have strange problem. Whenever i download database via phpMyAdmin via Chrome, my database downloads @ speed of liek 600 KBPS while my net connection is only of 1 MBPS :P But via Opera i get normal speed of 110 kbps. Strange thing but it is happening from past 1 week, database downloads ~ 600 Kbps via Chrome. Any reason on why is it like that? Rating: 5
