Just block all IP subnets from countries you wouldn't allow on your site. So pretty much, no one would be able to access except you, and people from your country.

I can't help you with name of the host, as hardly anyone here at KWWHunction would allow such thing, contact someone from Ecatel, try to tell them that it would be private. But, it should be really. Or they could terminate your server without any notification, if they receive complaint.

warez-host is not that good.
was with them back in the day and they had terrible uptime and support.

i know a ecatel provider vps low price but does have bandwidth limits and space

There is a simple solution to this.
Just create a file-host website. Rent a server for that website and host your files there. You should be able to host it anywhere, as long as your terms state "no copyrighted files", even if you do host copyrighted files, nobody has to know.. right?
