I think semi-dedicated is the most useless piece of crap. Might as well use shared. They demand the same small footprints for cpu/memory as shared and cost way more.
Yes 64meg instead of 32meg. But as far as cpu unless you left everything default it will use more cpu trying to give you increased performance. You should not use any of the social functions built in if you are having resource problems.
If you are paying for semi-dedi and can run a vps switch you will be happier.

Yes you can but it would require going through the database upgrades from 3.05 and reverting them. Removing all current 3.14 skins and mods. Rename the old forum folder and just copying the 3.05 files to a new folder.
Alsways backupfiles and database before doing anything.
