No you are not banned.
When you are on "Upload" , My Account Menu shows only those three option: Edit, My Files and File Manager. If you go on My Files for example, this menu will show rest of option.

That was happend with my account too.

If you use 2 accounts with same PP address , then they might have banned your account ( or reversed to free )
